WHO Faces Major Workforce Reduction After US Financial Pullout

The global public health organization revealed intentions to reduce its staff by nearly a fourth – amounting to over two thousand positions – before the middle of 2026.

Financial Crisis Triggers Substantial Reorganization

The move comes after the US, previously the organization's biggest donor, withdrew financial support previously this period.

The US government was responsible for about 18% of the organization's overall budget, causing a substantial budgetary shortfall.

Expected Staff Reductions

According to internal projections, the staff is expected to drop from 9,401 positions in January 2025 to approximately 7,030 by mid-2026.

This reduction of 2,371 positions comprises staff reductions, retirements, and regular attrition.

"The past year has been among the most difficult in our existence, as we have navigated a painful but essential journey of prioritization and realignment," commented the organization's director-general.

Budget Shortfall Persists

The Geneva-based body currently faces a budget shortfall of 1.06 billion dollars for the 2026-2027 period, representing nearly a quarter of its required funding.

This figure represents an improvement from a prior projected gap of 1.7 billion dollars reported in spring.

Not Included Funding

These budget projections exclude an additional $1.1bn in expected contributions from ongoing negotiations with various donors.

A representative for the organization stated that the present unsecured part of the budget is actually lower than in previous periods, crediting this to multiple reasons:

  • A smaller total budget size
  • Initiation of a fresh donor outreach campaign
  • Higher in member states' mandatory fees

The realignment initiative is now approaching its end, paving the way for the agency to move forward with a renewed operational model.
